HQS stands for Housing Quality Standards — the minimum health and safety requirements a rental unit must meet before a Housing Choice Voucher (HCV) tenant can move in.
The HCV program, commonly called Section 8, requires your unit to pass an HQS inspection before the housing authority sends you a single HAP payment.
HAP, or Housing Assistance Payment, is the monthly rental subsidy paid directly to you. If your unit fails, that payment stops.

Diagnostic Story H2 (“How One Missed Window Latch Cost a Landlord a Month of Rental Income”) is scenario-framed, not fear-triggered, and presents a learning scenario in the client’s voice — consistent with Silo 1 Diagnostic Story conventions. No changes needed.
